Its Humane Officer is a state-trained, court-appointed, badged officer with full powers to investigate and make arrests in Armstrong, Clarion, and Mercer Counties, and the group receives no state or federal funding, relying instead on fundraising and donations to support its rescue, education, and cruelty-prosecution work.
