Philadelphia has more than any other Pennsylvania city, followed by Pittsburgh and Mechanicsburg. There is no shortage of choice in Pennsylvania — old dogs, shy cats, and a fair few who will pick you first.

A rescue usually places animals from a network of foster homes rather than from premises you can walk into, so you generally arrange a meeting first.
