Putnam County SPCA is located in Carmel Hamlet, New York, and is a humane society operating 24 hours a day, seven days a week. It is the only SPCA in Putnam County and the only animal charity there given police powers to enforce animal cruelty statutes, functioning as a NYS certified law enforcement agency with full authority to enforce state laws pertaining to animals. Rather than operating as a traditional shelter, it is an independent, self-funded organization that provides a 24/7 cruelty hotline, seizes animals through its investigations and arrests, and offers emergency shelter and medical care to those animals when necessary, while also educating the community on humane treatment of animals. It is not affiliated with the ASPCA or the Putnam Humane Society, and it sits about 25 miles southeast of Norwalk, Connecticut.
