It is an open-admission, full-service animal shelter serving Black Hawk County that helps every animal in need regardless of age, breed, behavior, or health, providing medical care, comfort, and enrichment with no time limit on adoption. The shelter has served Waterloo since 1968, with an adoption center built through community support in 2009, and offers programs such as lost and found services, low-cost vaccine and microchip clinics, spay and neuter and TNR programs, a barn cat initiative, pet therapy, and humane education. Its mission, summarized as P.E.T.S. — Place, Educate, Transform, Support — centers on placing animals in permanent homes, educating the community on compassionate animal care, and supporting animals and families through shelter and affordable care programs.
