Applicants first fill out an online cat or dog adoption application, then an HPPL adoption counselor speaks with them to ensure the home is a good match; adoptions are currently by appointment only.

The Homeless Pet Placement League (HPPL) is a nonprofit animal welfare organization in Houston, Texas, located in Harris County, where 28 other animal shelters and rescues also operate. Situated approximately 6 miles southeast of Houston, HPPL provides for the rehabilitation and adoption of stray and abandoned dogs and cats. The organization does not operate a physical shelter; instead, it relies entirely on foster homes to care for animals until they are adopted, with an adoption center for cats and kittens located at the Bay Area Blvd. PetSmart. Adoptions are currently handled by appointment at the Baybrook PetSmart.
