It is recognized by the Ohio Emergency Management Agency as the official disaster response team for animals in northeast Ohio Regions 2 and 5. During emergencies, CARE sets up intake facilities near Red Cross evacuation sites, rescues animals from disaster areas, arranges up to 72 hours of care for pets and livestock, and transports animals to temporary holding facilities, with members trained under FEMA's Incident Command System in areas like hazardous materials, large and small animal handling, and pet first aid.
