Hi Tor Animal Care Center was established in 1973 and annually takes in over 2,000 animals. It is the only open managed admission shelter in Rockland County. Our vision is to create a safe haven for every neglected, abandoned, or abused domestic and companion animal in Rockland County. Our purpose is to provide a comfortable, safe, and secure environment for adoptable animals, allowing them to exercise, experience joy, and receive the love of our community as we work to find them permanent homes. We are committed to delivering the highest standard of care while promoting responsible pet ownership through education. Our values include dedication to the animals in our care, our staff, our volunteers, and our community; compassion for all people and animals; advocacy for those who cannot speak for themselves; education on responsible pet ownership; and integrity in building trust and respect by being accountable for our words and actions.
