We think they would thrive in a quiet, adult-only household, or possibly with respectful teens+. Roosevelt will do best with new human(s) who are patient and can give them the sense of calm and security they need to break out of their shell. Experience with shy cats is a plus. He may benefit from a friendly cat companion to show him the ropes.
